在我國城鎮化建設持續推進的四十年間,城鄉空間格局與基礎設施體系不斷完善,城市發展取得了舉世矚目的成就。作為嶺南水文化的重要承載體,佛山龍江甘竹灘水利遺存片區不僅記錄了區域水利工程的發展歷程,更體現了地方社會治理、生態智慧與人文精神的深度融合,是歷史城鎮空間中極具特色的文化遺產資源。
Over the forty years of sustained urbanization in China,the spatial structure of urban and rural areas and the infrastructure system have been continuously improved,achieving remarkable accomplishments in urban development.As an important carrier of Lingnan water culture,the Foshan Longjiang Ganzhutan Water Conservancy Heritage Area not only records the development history of regional water conservancy projects but also reflects the deep integration of local social governance,ecological wisdom,and humanistic spirit.It is a distinctive cultural heritage resource within historical urban spaces.
甘竹灘水利遺存片區作為佛山順德歷史文化的重要組成部分,見證了龍江地區從傳統農業水鄉向現代化城鎮的演變過程,其獨特的水工結構、空間肌理與文化記憶構成了區域文化價值的核心表達。該片區不僅具有重要的歷史研究與文化教育意義,也具備發展文化旅遊與生態休閒功能的潛力,是連接歷史與未來的重要紐帶。
As a significant component of Foshan Shunde's historical and cultural fabric,the Ganzhutan Water Conservancy Heritage Area witnesses the evolution of the Longjiang area from a traditional agricultural water town to a modern town.Its unique hydraulic structures,spatial texture,and cultural memories form the core expression of the region's cultural value.This area holds great importance for historical research and cultural education and also possesses the potential for developing cultural tourism and eco-leisure functions,serving as a crucial link between the past and the future.
在當前“城市更新行動”背景下,甘竹灘水利遺存片區的保護與活化成為推動順德城市品質提升與文化復興的關鍵課題。通過系統挖掘水利文化資源價值、科學保護歷史遺存、優化空間環境結構、激發社區參與與城市活力,該片區的更新實踐不僅有助於彰顯歷史城區的文化底蘊,也為構建具有嶺南特色的現代城市形象提供了重要支撐。
Against the backdrop of the current"Urban Renewal Action,"the protection and revitalization of the Ganzhutan Water Conservancy Heritage Area have become key issues for promoting the enhancement of Shunde's urban quality and cultural revival.Through systematically exploring the value of water conservancy cultural resources,scientifically protecting historical relics,optimizing the spatial environment structure,and stimulating community participation and urban vitality,the renewal practice of this area will not only help highlight the cultural connotation of the historical urban area but also provide important support for constructing a modern urban image with Lingnan characteristics.
此次競賽正是圍繞這一目標展開,旨在探索文化遺產與城市更新融合發展的創新路徑。為此,我們面向國內外高校在讀研究生發佈第五屆“活力再生與城市更新”規劃設計競賽通知1號。
This competition is launched precisely around this goal,aiming to explore innovative paths for the integrated development of cultural heritage and urban renewal.To this end,we release Notice No.1 for the 5th"Vitality Regeneration and Urban Renewal"Planning and Design Competition for current postgraduate students in domestic and international universities.
一、競賽宗旨
Competition Purpose
針對佛山順德龍江甘竹灘水利遺存片區在歷史環境呈現碎片化、文化資源挖掘不足、遺產保護與城市發展協同機制缺失等問題的現實背景,本次競賽旨在以該片區為核心對象,探索文化遺產保護與城市更新融合發展的創新路徑。
In response to the realistic background of issues such as the fragmented historical environment,insufficient excavation of cultural resources,and the lack of a synergistic mechanism between heritage protection and urban development in the Foshan Shunde Longjiang Ganzhutan Water Conservancy Heritage Area,this competition aims to take this area as the core object to explore innovative paths for the integrated development of cultural heritage protection and urban renewal.
融合城鄉規劃學、建築學、風景園林學、生態學、經濟學、社會學等多學科知識體系,從城市空間結構優化、社會經濟活力激發、歷史文化價值重塑等多個維度出發,系統分析甘竹灘水利遺存片區的現狀與潛力,提出具有綜合性、可操作性的更新策略。
Integrating multidisciplinary knowledge systems including urban and rural planning,architecture,landscape architecture,ecology,economics,and sociology,the competition will systematically analyze the current situation and potential of the Ganzhutan Water Conservancy Heritage Area from multiple dimensions such as urban spatial structure optimization,socio-economic vitality stimulation,and historical and cultural value revalorization.It seeks to propose comprehensive and operational renewal strategies.
通過構建生態友好型空間環境、啟動水利文化的公共表達、強化社區參與機制與文化認同感,實現甘竹灘片區從“遺存空間”向“活力場域”的轉化,推動歷史文化資源在新時代城市發展中的再生與賦能,打造具有嶺南水文化特色的城市更新典範。
By constructing an eco-friendly spatial environment,activating the public expression of water conservancy culture,and strengthening community participation mechanisms and cultural identity,the transformation of the Ganzhutan area from a"heritage space"to a"vibrant field"will be achieved.This will promote the regeneration and empowerment of historical and cultural resources in the context of new-era urban development,creating a model for urban renewal characterized by Lingnan water culture.

三、設計條件
Design Conditions
本項目選址於佛山市順德區龍江鎮甘竹灘片區,位於環西江—北江區鎮村高質量發展先行區(以下簡稱“環兩江先行區”)的核心區域。環兩江先行區是廣東省第二批整縣推進農文旅融合發展試點之一,肩負探索珠三角典型城鄉交錯地區高質量發展新路徑的戰略使命。
This project is located in the Ganzhutan area of Longjiang Town,Shunde District,Foshan City,situated in the core area of the Western River---North River District-Town-Village High-Quality Development Pioneer Zone(hereinafter referred to as the"Two Rivers Ring Pioneer Zone").The Two Rivers Ring Pioneer Zone is one of the second batch of pilot projects in Guangdong Province for promoting the integrated development of agriculture,culture,and tourism across entire counties.It bears the strategic mission of exploring new paths for high-quality development in typical urban-rural fringe areas of the Pearl River Delta.
作為嶺南水鄉文化的重要承載地,環兩江先行區通過沿江發展模式的創新實踐,推動生產、生活、生態空間的有機融合,加快一二三產業協同發展,致力於價值的發現與重塑,構建人文經濟與美好生活共建共用的區域發展樣本。其總體空間結構規劃為“一圈兩廊、三區四組團”,其中“三區”之一即為本項目所在的甘竹灘文旅產業集聚區。
As an important representative area of Lingnan water town culture,the Two Rivers Ring Pioneer Zone promotes the organic integration of production,living,and ecological spaces through innovative practices of the riverside development model.It accelerates the synergistic development of primary,secondary,and tertiary industries,is committed to value discovery and re-evaluation,and aims to build a regional development model for the co-creation and sharing of the humanistic economy and a better life.Its overall spatial structure is planned as"One Circle,Two Corridors;Three Zones,Four Clusters,"with one of the"Three Zones"being the Ganzhutan Cultural and Tourism Industry Cluster where this project is located.
甘竹灘片區擁有豐富的水利工程遺存與嶺南水文化資源,是順德歷史文化的重要組成部分。其空間肌理與水系格局承載著區域發展演進的歷史記憶,具備深厚的文化價值與生態潛力。當前片區面臨歷史環境碎片化、文化資源利用不足、遺產保護與城市發展協同不強等問題,亟需通過系統性更新規劃予以回應。
The Ganzhutan area possesses rich water conservancy engineering relics and Lingnan water culture resources,making it a significant part of Shunde's history and culture.Its spatial texture and water system pattern carry the historical memory of regional development and evolution,possessing profound cultural value and ecological potential.Currently,the area faces issues such as a fragmented historical environment,underutilized cultural resources,and weak synergy between heritage protection and urban development,urgently requiring a response through systematic renewal planning.
本次規劃設計任務要求參賽組師生立足於甘竹灘水利遺存片區的歷史文化背景與發展定位,融合城鄉規劃、建築設計、風景園林、生態修復、社會治理等多學科知識,從城市空間重構、文化遺產活化、生態環境優化、產業功能整合等多個維度出發,提出具有綜合性、創新性與可操作性的更新策略,推動片區實現從“遺存空間”向“活力場域”的轉型,打造嶺南水鄉文化與現代城市發展融合的典範樣板。
This planning and design task requires participating teams of teachers and students to base their work on the historical and cultural background and development positioning of the Ganzhutan Water Conservancy Heritage Area.Integrating multidisciplinary knowledge such as urban and rural planning,architectural design,landscape architecture,ecological restoration,and social governance,proposals should be made from multiple dimensions including urban spatial restructuring,cultural heritage activation,ecological environment optimization,and industrial function integration.The goal is to propose comprehensive,innovative,and operational renewal strategies,promoting the area's transformation from a"heritage space"to a"vibrant field,"and creating a model example of the integration of Lingnan water town culture and modern urban development.

1.項目區位:基地位於佛山市順德區龍江鎮南部,處在西江、甘竹溪的交匯處(圖3)。
1.Project Location:The site is located in the southern part of Longjiang Town,Shunde District,Foshan City,at the confluence of the West River and Ganzhu Stream(Page 3).

2.規劃範圍:本次基地為佛山甘竹灘水利遺存片區,位於佛山市順德區龍江鎮南側,南至甘竹溪,西至甘竹大道,北至長沙中路,東至左灘龍見橋,包括甘竹灘水利工程和左灘村等,規劃範圍面積約18公頃,主要針對範圍內進行詳細城市設計。研究範圍南至甘竹溪,西至甘竹大道,北至順番公路,東至甘竹灘大橋,面積約145公頃(圖4)。
2.Planning Scope:The site for this project is the Shunde Ganzhutan Water Conservancy Heritage Area,located south of Longjiang Town,Shunde District,Foshan City.It is bounded by Ganzhu Stream to the south,Ganzhu Avenue to the west,Changsha Middle Road to the north,and Zuo Tan Longjian Bridge to the east.It includes the Ganzhutan Water Conservancy Project and Zuo Tan Village,covering a planning area of approximately 18 hectares,primarily focused on detailed urban design within this scope.The study area extends to Ganzhu Stream to the south,Ganzhu Avenue to the west,Shunfan Highway to the north,and Ganzhutan Bridge to the east,covering an area of approximately 145 hectares(Page 4).

3.項目概況:基地範圍擁有甘竹灘洪潮發電站、左灘村、見龍橋、麻祖崗遺址等多處歷史文化資源,其中甘竹灘洪潮發電站為廣東省工業遺產,見龍橋為市級文物保護單位,麻祖崗遺址為區級文物保護單位(圖5)。
3.Project Overview:The site contains numerous historical and cultural resources such as the Ganzhutan Tidal Power Station,Zuo Tan Village,Jianlong Bridge,and Mazugang Site.Among these,the Ganzhutan Tidal Power Station is a Guangdong Provincial Industrial Heritage,Jianlong Bridge is a Municipal-Level Cultural Relics Protection Unit,and the Mazugang Site is a District-Level Cultural Relics Protection Unit(Page 5).

設計基地為濱江一線區域,基地內以村莊建設用地、水利設施用地等功能為主,是一線濱江展示介面。擬通過對於舊有物業和村落的提升改造,結合非遺文化體驗,通過文化賦能,資源整合,實現區域”聯動、“水陸”聯動、“內外”聯動,整合大文旅+大體育,打造粵港澳大灣區水上潮玩天地和濱水特色示範村名片。(圖6、圖7)。
The design site is a first-line riverside area.Land use within the site is primarily village construction land and water conservancy facilities land,representing a key riverside display frontage.The intention is to upgrade and renovate old properties and villages,integrate intangible cultural heritage experiences,and utilize cultural empowerment and resource integration to achieve regional"linkage,""water-land"linkage,and"internal-external"linkage.This aims to integrate major cultural tourism and major sports,creating a watermark for water-based trendy entertainment in the Guangdong-Hong Kong-Macao Greater Bay Area and a demonstration village showcase for characteristic waterfront villages(Pages 6,7)

4.歷史文化資源概況:
4.Overview of Historical and Cultural Resources:
(1)桑園圍:基地境內留存著重要的水利工程遺跡——桑園圍。桑園圍始建於北宋徽宗年間,至今已有900多年歷史,於2020年成功入選世界灌溉工程遺產名錄,也是中國古代最大的基圍水利工程。桑園圍地跨佛山南海、順德兩區,由北江、西江大堤合圍而成,其中約三分之一位於龍江鎮內,龍江鎮也是唯一全境都在桑園圍內的鎮街。圍堤、古河湧水系、古竇閘控制工程等構成了其灌排工程體系,發揮著灌溉、防洪排澇、水運等功能,歷史上灌溉農田達20多萬畝,如今仍保障著6.2萬畝農田的灌溉供水以及圍內近90萬人口的生產生活(圖8)。
(1)Sangyuanwei(Mulberry Garden Enclosure):The site retains important water conservancy engineering relics--the Sangyuanwei.Initially built during the Huizong period of the Northern Song Dynasty,it has a history of over 900 years and was successfully inscribed on the World Irrigation Engineering Heritage List in 2020.It is also the largest base-enclosure water conservancy project in ancient China.Spanning the Nanhai and Shunde districts of Foshan,the Sangyuanwei is formed by the embankments of the North River and West River.Approximately one-third of it is located within Longjiang Town,which is also the only town entirely within the Sangyuanwei.The enclosure dykes,ancient river channel water system,and ancient Dou sluice control engineering constitute its irrigation and drainage engineering system,serving functions such as irrigation,flood control and drainage,and water transport.Historically,it irrigated over 200,000 mu of farmland,and today it still ensures irrigation water supply for 62,000 mu of farmland and the production and daily life of nearly 900,000 people within the enclosure(Page 8).

(2)甘竹灘和洪潮發電站:本次專案位於甘竹灘。甘竹灘名稱源於甘竹溪流經形成的灘塗地貌。該區域自清代起即以“甘灘雪濤”位列順德八景之一,以灘石險峻、潮汐轟鳴的自然特徵聞名,位於西江下游通向北江支流的入口處,曾是廣州通往江門、肇慶等粵西地區的重要航道。20世紀70年代,為解決電力短缺與防洪需求,順德群眾在此建成全國發電水頭最低的甘竹灘洪潮發電站,實現水害向水利的轉化。現發電站遺址包含多個歷史展館,被列為廣東省工業遺產與紅色教育基地,形成融合水利工程遺跡與紅色文化的特色景點。
(2)Ganzhutan and the Tidal Power Station:This project is located at Ganzhutan.The name Ganzhutan originates from the tidal flat landform formed by the flow of Ganzhu Stream.Since the Qing Dynasty,this area has been listed as one of the"Eight Scenes of Shunde"under the name"Gantan Snowy Waves,"renowned for its rugged beach rocks and roaring tides.Located at the entrance from the lower reaches of the West River to the tributary of the North River,it was once an important waterway from Guangzhou to Jiangmen,Zhaoqing,and other western Guangdong regions.In the 1970s,to address power shortages and flood control needs,the people of Shunde built the Ganzhutan Tidal Power Station here,which had the lowest generating water head in the country,transforming water hazards into water benefits.The current power station site includes several historical exhibition halls,is listed as a Guangdong Provincial Industrial Heritage and Red Education Base,forming a characteristic scenic spot integrating water conservancy engineering relics and red culture.
(3)左灘古村:位於龍江鎮最南端,約有七百多年歷史,因在遠近聞名的"甘竹灘"左側而取其名。左灘麻祖崗遺址是順德目前所見唯一的先秦遺址,填補了順德早期歷史空白。左灘村2023年被列入廣東“百千萬工程”首批典型縣鎮村之一,同時作為順德區“百千萬工程”示範村及區“十村示範”選點之一,依靠西江優質豐富的水資源,左灘村結合順德區“以水美城、以水興城”重點工作,全面推進水環境治理和人居環境整治,內河湧、基耕湧水質得到進一步提升,桑園圍、甘竹灘洪潮發電站、麻洲崗人類活動遺址等帶有左灘特色的人文景觀“出圈”(圖9)。
(3)Ancient Zuo Tan Village:Located at the southernmost tip of Longjiang Town,Zuo Tan Village has a history of about seven hundred years.Its name derives from being on the left side of the famous"Ganzhutan."The Mazugang Site in Zuo Tan is currently the only pre-Qin site found in Shunde,filling a gap in Shunde's early history.In 2023,Zuo Tan Village was listed as one of the first batch of means typical county-town-village models under Guangdong's"Hundreds,Thousands,Millions Project".It is also a demonstration village for Shunde District's"Hundreds,Thousands,Millions Project"and one of the district's"Ten Village Demonstrations"selected sites.Relying on the West River's high-quality and abundant water resources,and in line with Shunde District's key tasks of"beautifying the city with water and revitalizing the city with water",Zuo Tan Village is comprehensively advancing water environment improvement and human settlement environment improvement.The water quality of internal rivers and agricultural channels has been further improved.Humanistic landscapes characteristic of Zuo Tan,such as the Sangyuanwei,Ganzhutan Tidal Power Station,and Mazhougang Human Activity Site,have gained recognition"Break Out Of A Circle"(Page 9).

5.現狀交通:場地現狀對外交通主要依靠長沙中路、甘竹大道快速連接順番公路,內部主要依靠村路和堤路聯繫(圖10)。

四、規劃設計要求
Planning and Design Requirements
旨在以佛山龍江甘竹灘水利遺存片區為核心對象,圍繞“活力再生與城市更新”主題,從價值導向、目標框架、實施路徑與方案設計四個方面,系統開展具有綜合性、合理性與創造性的規劃設計工作。具體要求如下:
The aim is to take the Foshan Shunde Longjiang Ganzhutan Water Conservancy Heritage Area as the core object,revolve around the theme of"Vitality Regeneration and Urban Renewal,"and systematically carry out comprehensive,rational,and creative planning and design work from four aspects:value orientation,goal framework,implementation path,and scheme design.Specific requirements are as follows:
(1)價值導向把握
(1)Grasping Value Orientation
以“與古為新、有機更新”為核心理念,強調在尊重水利遺存歷史價值的基礎上,探索文化遺產保護與城市更新融合發展的創新路徑。設計應注重遺產保護與城市發展之間的協調關係,兼顧規劃手段與市場機制的互動,鼓勵採用多元化更新策略,如微改造、功能複合、文化啟動等方式,推動遺產空間的當代表達與持續利用。
With the core concept of"Making the Old New,Organic Renewal",emphasize exploring innovative paths for the integrated development of cultural heritage protection and urban renewal based on respecting the historical value of the water conservancy heritage.The design should focus on the coordinated relationship between heritage protection and urban development,balance the interaction between planning means and market mechanisms,and encourage the adoption of diversified renewal strategies such as micro-regeneration,functional compounding,and cultural activation to promote the contemporary expression and sustainable utilization of heritage spaces.

在深入分析順德城市發展戰略與環兩江片區總體定位的基礎上,綜合考慮政府管理部門、在地居民、市民遊客等多元主體的需求,結合甘竹灘片區的物質空間特徵、水文化遺產屬性、經濟發展訴求與社會結構狀況,構建科學合理的目標體系。目標應涵蓋文化傳承、生態修復、產業融合、公共參與等多個維度,體現片區更新的系統性與包容性。
Based on an in-depth analysis of Shunde's urban development strategy and the overall positioning of the Two Rivers Ring area,comprehensively consider the needs of multiple stakeholders including government management departments,local residents,and citizen tourists.Combining with the physical spatial characteristics,water cultural heritage attributes,economic development demands,and social structure conditions of the Ganzhutan area to construct a scientific and rational goal system.Goals should cover multiple dimensions such as cultural continuation,ecological restoration,industrial integration,and public participation,reflecting the systematic and inclusive nature of the area's renewal.
(3)實施路徑探尋
(3)Exploring Implementation Paths
規劃設計應明確行動計畫、實施主體與運營機制,構建常態化、漸進式、持續性的有機更新模式。鼓勵提出階段性實施策略、多元主體協同機制與公眾參與平臺,強化專案的可操作性與落地性。設計應回應實際治理能力與資源配置條件,推動更新過程的制度化與社區化發展。
The planning and design should clarify action plans,implementation entities,and operational mechanisms,building a normalized,gradual,and sustainable organic renewal model.Proposing phased implementation strategies,multi-stakeholder collaboration mechanisms,and public participation platforms is encouraged to strengthen the project's operability and practicality.The design should respond to actual governance capabilities and resource allocation conditions,promoting the institutionalization and community-oriented development of the renewal process.

(4)Propose a design solution
設計成果應包括總體概念性城市設計研究與重要節點的詳細設計兩個層次。方案需深度挖掘甘竹灘水利遺存片區的空間結構、文化價值與場所精神,提出具有前瞻性與地域性的設計策略與發展願景。設計應邏輯清晰、佈局合理、特色鮮明,在空間形態、功能組織、文化表達與生態整合等方面達到較高的專業深度與創新水準。
Proposing Design Schemes The design output should include two levels:overall conceptual urban design research and detailed design of key nodes.The scheme needs to deeply explore the spatial structure,cultural value,and spirit of place of the Ganzhutan Water Conservancy Heritage Area,proposing forward-looking and regional design strategies and development visions.The design should be logically clear,reasonably laid out,and distinctive,achieving a high professional depth and level of innovation in aspects such as spatial form,functional organization,cultural expression,and ecological integration.
五、參賽要求
Participation Requirements
(1)學歷要求:國內外高校在讀研究生(碩士生、博士生均可參賽);
(2)專業要求:城鄉規劃、建築學、風景園林及相關學科,鼓勵學科交叉;
(3)團隊要求:每個參賽團隊須由2-4名研究生和1-2名指導教師組成,每個團隊只能提交1份參賽作品;
(4)注意事項:參賽團隊請注意各環節時間及提交數據或成果要求,以便能及時提交成果參與評審及交流,遲交或缺項等行為將被視為自動放棄參賽;
(5)設計成果表達要求:參賽小組應提供4張版面規格為A1的設計圖紙(豎向),以JPG格式電子版本方式提供,內容要求是規劃設計的圖紙及設計說明相關內容。圖紙電子檔解析度不低於300dpi。單張圖大小不超過50M,每張設計圖紙以其序號命名(如01、02、03、04)。
(1)Academic Requirement:Current postgraduate students(both Master's and Doctoral students)from domestic and international universities are eligible to participate;
(2)Professional Requirement:Urban and rural planning,architecture,landscape architecture,and related disciplines;interdisciplinary teams are encouraged;
(3)Team Requirement:Each participating team must consist of 2-4 postgraduate students and 1-2 supervising instructors.Each team can only submit one entry;
(4)Notes:Participating teams,please pay attention to the timing of each stage and the requirements for submitting data or results to ensure timely submission for review and exchange.Late submission or missing items will be considered an automatic withdrawal from the competition;
(5)Design Submission Expression Requirements:Participating teams should provide 4 design boards in portrait A1 size format,submitted electronically in JPG format.The content should include planning and design drawings and relevant design descriptions.The electronic files of the drawings should have a resolution of no less than 300dpi.The size of a single image should not exceed 50M.Each design drawing should be named with its serial number(e.g.,01,02,03,04).
