活动背景
　　2026年是浦东新区"十五五"开局之年，也是国家海外人才离岸创新创业基地（中国（上海）自由贸易试验区）迈入新十年的起点。海外人才浦东"引领区"创业汇（简称"海创汇"）作为离岸基地持续深耕的品牌活动，始终致力于为全球创新创业人才搭建开放、包容、高效的创业舞台。
　　2026年活动以"双向聚力，链启新程"为主题，继续深度联动第九届中国国际进口博览会，围绕浦东重点布局的硬核产业领域，面向全球征集优质项目，助力海外项目亮相进博，零距离融入中国大市场，共享浦东引领区建设新机遇。
　　The year 2026 marks the beginning of the 15th Five-Year Plan
　　for Pudong New Area and the start of a new decade for the
　　National Offshore Innovation and Entrepreneurship Base for
　　Overseas Talents(China(Shanghai)Pilot Free Trade Zone).
　　As a flagship event that the Offshore Base has consistently
　　cultivated,Pudong"Pioneer Area"Overseas Talents Innova-
　　tion Conference(referred to as"Hai Chuang Hui")aims to
　　building an open,inclusive,and efficient entrepreneurial plat
　　form for global entrepreneurship talents.Under the theme
　　"Two-Way Chain,Gain New Lane"the 2026 event will continue
　　to collaborate with the 9th China International Import Expo
　　(CIIE).Focusing on the core industrial sectors in Pudong,it
　　will solicit high-quality projects from worldwide to help over-
　　seas projects showcase at the CIIE and integrate into the Chi-
